One number that says where every raider stands β built from attendance, performance, raid-night effort, and the loot you've already won. The council still decides; the score keeps the decision fair, fast, and visible to everyone.
A guideline, not a guarantee. The council also weighs effort and contributions made to the guild outside raids β organizing, crafting, farming, keeping the machine running β which no sheet can quantify. Standing higher in the table does not entitle anyone to an item ahead of someone below them.
Loot council works when people trust it. Right now the inputs to that trust β who shows up, who performs, who was geared last month β live in three different tools and in officers' heads. The Priority Score pulls those inputs into one standing number per raider, recomputed automatically every night. It doesn't replace the council's judgment on any single item; it replaces the arguing about whose turn it is.
Share of the last 8 raid resets you attended. Signing up and getting benched counts as attending β sitting for the guild never costs you priority. Getting rostered and not showing counts as nothing; signing tentative and not showing earns half a night. Being on the board at all takes at least 3 Raid-Helper signups in the last 5 weeks β stop signing and you drop off until you sign again.
Your median Warcraft Logs percentile over the last 4 resets, in your item-level bracket. Median, not best β one lucky parse doesn't move it. Tanks and healers are scored flat at 75 β tanking doesn't parse, and healing parses mostly measure who sniped the overheals.
Consumable use on boss kills over the last 4 resets: potions and flask/elixirs weigh most, then food and scrolls. Fully in your own hands, unlike a parse β which is why it outweighs one.
Every current raider is Γ1.0 β we run no trials. The knob exists in the config for the day we want one.
Points for items you've recently won, fading by half every 3 weeks. Big wins push you down the list for a few resets, then age out.
The weighting follows one principle: the more of the input you personally control, the more it counts. Attendance is half the score β showing up is fully your choice and it's what kills raids when it slips. Effort is second at 35 because flasking, eating, and potting are pure personal choices too, visible in the log every night. Performance stays a nudge at 15: parses lean on kill times, comp, and gear that no single raider controls β and for healers they barely measure anything, which is why healers (like tanks) take a flat 75 there and compete on attendance and effort instead.
E is read straight out of the combat log for boss kills β no screenshots, no consume checks at the raid entrance. Each raid night scores four things:

Every fraction runs the full scale β no rounding up: 10 of 12 kills entered fed is 83%, not 100%. But the scale is honest about what you control. Deaths never cost credit: buffs are judged by the game's own snapshot at the kill pull, so dying mid-kill changes nothing β but a wipe resets the check, so re-flask, re-eat and re-buff before the next pull. And only the kills you were actually in count against you, so an agreed early leave is attendance's business, not effort's. Bosses two tiers old (currently Gruul, Magtheridon, High King Maulgar) are ignored entirely β nobody preps for facerolls. Drums are a group cooldown, not a personal consumable, so they're ignored. Every consumable the log can see counts, including the ones whose buff name hides what it is (Elixir of Major Agility shows as "Mighty Agility", the Mark of the Illidari flasks as "Pure Death of Shattrath") and niche picks like Elixir of Demonslaying. Who counts as melee is read from your logged spec, so an elemental shaman owes no scroll and an enhancement shaman does.
Every item awarded through RCLootCouncil adds debt based on how significant it was. Debt decays with a 3-week half-life: a 30-point weapon costs you 30 points this reset, ~19 two weeks later, ~9 after five weeks, and is gone within a phase. On top of that, when a new tier opens, everything won before it is halved β last tier's gear stops shadowing this tier's decisions (in effect since 30 Aug: all SSC/TK/Gruul-era loot Γ0.5).

One button, one price: Best in slot prices itself from the item (weapon β major, tier token β token, everything else β standard), and Upgrade, Off Spec, and Disenchant/Pass map straight to their tiers β no extra bookkeeping on loot night. Raid-dropped patterns and plans always price as recipes β minor at most, whatever the button β and winning one crosses the crafted item off your wishlist: what drops is the pattern, what you wanted is the piece it makes. And since the Black Temple trash bands are not unique, a non-unique ring may sit on a wishlist twice β you have two ring slots β with each win crossing off one copy. And slot is not price: a short open list of chase items that are game-lasting BiS or contested across half the raid β The Skull of Gul'dan, Cursed Vision of Sargeras, Madness of the Betrayer, the big healer/caster/melee necks β counts major (30) no matter what slot it fills, checked against published BiS lists each phase. Disenchants are free no matter what the item is: sharding for the bank never costs the disenchanter anything.

Three real rows from the current standings (2 Sep build β the dashboard is always the live truth). They show the system doing exactly what it's designed to do: Ingy tops the list by maxing everything a raider personally controls. Eclipz's half-full consumable bar is most of the ~12 points between him and the top five β fixable by Thursday with one trip to the auction house. And Sindarel proves debt is a queue, not a punishment: he does everything right, he's simply been geared hard β every three weeks half of that debt evaporates and he climbs back. Nobody is buried for long.
The score measures standing β who has earned priority. It deliberately does not measure fit β who benefits most from this exact drop. On loot night the council sees both, side by side:

Rankings lock at phase start β after that nobody edits anything: items you win are crossed off automatically from the loot history, and the council reads your remaining ranks as committed at the start of the phase.The published rule: among raiders with a legitimate claim, the item goes to the highest Priority Score β unless the council overrides, and every override is logged with a one-line reason anyone can read. Overrides are expected during progression; silent ones are not.

Officers ask the bot /whowants item and get the wishlisters ranked by live Priority.Numbers shown (50/15/35 weights, effort split 30/30/20/20, 30-point weapons, 10-point tier tokens, 3-week half-life, Γ1.5 legendary debt, old-tier loot Γ0.5 at each phase launch) are current values, chosen so one major item costs roughly four to six weeks of edge over an equal peer. Every value lives in a config file and history is replayable, so tuning between phases is a one-line change β then leave them alone until the phase ends.
